The Alaska Legislature has advanced a bill that would authorize salmon set-net permit holders to organize as cooperatives. Backers argue the change would support small, community-based fishermen and help keep permits in the hands of local residents.
Representative Louise Stutes of the Alaska House of Representatives framed the proposal as both pragmatic and protective of rural access. « This bill, at its heart, is not only about preserving the status quo, but about keeping local access to permits in rural communities, » she said.
If enacted, the measure would formally recognize cooperatives for set-netters, a step supporters say could strengthen the resilience of coastal communities and maintain traditional participation in the fishery. The bill now proceeds to further consideration in the legislative process.
